A few years ago an internal evaluator at a large, multi-service organization in Washington D.C. sat down to do his job as he did every day. This day, however, as he reviewed the reports measuring progress in their domestic violence prevention program he saw something startling: The men in the program were moving in the wrong direction - the progress indicators showed the men becoming more violent! The program was doing harm! It was stopped immediately and redesigned based on a new model. If this organization had not insisted on measuring incremental progress they would not have been able to rectify the situation; they would have harmed the very people they were intending to help.
